This paper presents a picture of the evolution & ccedil; & atilde; hist & oacute; rich & sider uacute sector; rgico Brazilian and US. Recovering the origin of steel in each of the pa & iacute; ses, It analyzes how the sector is constituted in terms of production structure. parallel,  and to identify the pattern & otilde; s relationship between the actors of the sector (companies to civil society groups) and the government, it examines how the sector is organized politically .
